In the 20th century, due to historical events such as the 1929 crisis in the United States and including World War II, many countries, including Israel and the youngest, have embraced the concept of "welfare state" and began to apply it in practice.
הרולד וילנסקי (Wilensky) הגדיר ב1976 את “מדינת רווחה” כמצב שבו “ממשלה מבטיחה רמת הכנסה מינימאלית, מזון, בריאות, דיור וחינוך, המובטחים לכל אזרח מתוקף זכותו הפוליטית ולא כביטוי של צדקה”. בנוסף, המושג מתייחס למצב פשרה בין סוציאליזם מוחלט לקפיטליזם מוחלט. זה הוא מצב, שבו המדינה היא שחקן גדול ומעורב במשק ,המאזן במידה מסוימת את הפערים החברתיים ע”י מתן קצבאות לחלשים כלכלית וגביית מיסים גבוהים משכבות אוכלוסייה עמידות יותר.
משנות החמישים עד תחילת שנות השבעים רוב המדינות המערב הציגו אחוזי צמיחה מרשימים תוך כדי שמירה על מדיניות “מדינת רווחה”. ניתן להסיק מכך שהתערבות ממשלתית כבדה במשק כדאית בשלבים ראשונים להתהוותו (כפי שקרה בישראל) או בשלבים ראשונים של שיקומו לאחר מלחמה ארוכה (כפי שקרה באירופה).
בשנות השבעים,בגלל משבר אנרגיה של 1973 (מצב שבו מחירי נפט הרקיעו שחקים) בעיקר,נתוני צמיחה במדינות המערב ובישראל התחילו לדעוך. במצב של דילול משאבים , מדינות שנקטו במדיניות “מדינת רווחה” התקשו לעמוד במשבר החדש ולחזור לפסי הצמיחה המהירה בשל המדיניות הנ”ל
